Evaluation of Economic Impact
Background
In 1997, as part of a resolution of legal issues surrounding the cancellation of the Kemano Completion Project in Northwestern British Columbia, the government of British Columbia and Alcan Inc. each contributed $7.5 million to create the BC-Alcan Northern Development Fund. The BC-Alcan Northern Development Fund Act was passed in 1998.
Nechako-Kitamaat Development Fund Society (NKDF), incorporated on August 18, 1999, is a provincial Crown Corporation established for the purpose of supporting sustainable economic activity in northern communities affected by the Kitimat-Kemano project and the creation of the Nechako Reservoir. The Board of Directors of the Society is appointed by the Minister of Jobs, Trade and Technology from interested individuals from the region. The Society spends the income from its long-term investments on programs and projects that meet each community’s goals for sustainable economic development and community stability.
Since inception, NKDF has approved grants for more than 360 projects for a total value of $11,138,608.
Statement of Request
The NKDF Board of Directors is inviting qualified consultants/firms to submit proposals to evaluate a sampling of projects funded between 1999 and 2019 and determine the economic and social impacts of the organization as a whole. The assessment will be based on consultation with the funding partners Rio Tinto and the Province of BC, past and current grant recipients, NKDF directors, and stakeholders such as local government representatives, local Indigenous communities and organizations, and economic development officers.

Proposals submitted in response to this RFP are done on a voluntary basis. NKDF is under no obligation to accept the lowest bid or any proposal submitted.
Project Framework
The Evaluation of Economic Impact is part of NKDF’s commitment to ensuring grant dollars are invested in ways that meet the mandate of supporting sustainable economic activity and to ensuring the long term stability of the fund. Results of this evaluation will also be used to demonstrate value to prospective funding partners.
NKDF wishes to retain the services of a qualified consultant or consulting firm to lead the evaluation of the economic and social impacts in relation to its legislated mandate in the BC-Alcan Northern Development Fund Act (SBC 1998-Chapter 3). Proposals must address how the economic and social impacts of NKDF grants in the region will be measured.
The contractor will be expected to define and calculate quantitative measures of the following outcomes which can then be easily communicated to a broad audience:
These quantitative measures may be combined with qualitative evaluations to understand not just the extent of NKDF’s impact, but its exact nature.
Scope of Work
The scope of work required by this RFP involves work in the following main areas:
1. Conduct an analysis of NKDF’s past and current grant disbursements and the impact of the grants in the investment area (as defined at the website http://www.nkdf.org/) and evaluate the impact against the mandate.
2. Meet with community stakeholders identified during the engagement planning process.
3. Produce (with input from the NKDF Board) a written report that contains all the information and analysis gathered in the above steps in a manner and format that is accepted by the NKDF Board.
4. Meet with the Board/working group/project manager a minimum of 2 times and provide project updates as necessary for NKDF to review progress.
5. Be available for tele-presence or in-person meetings when required by the scope of work, or to update the Board/working group/project manager at the Board’s request, in a manner agreed upon in the service contract.

The Government of B.C. and Alcan Inc. each contributed $7.5 million to establish the Northern Development Fund in 1999. The investment income generated from this fund supports the NKDF grants program. Each partner has one representative serving on the board of directors. The NKDF is part of the portfolio of the Minister of Jobs, Trade and Technology.
